RFP For Welcome Home Ohio Housing Development Program

Lorain County Land Reutilization Corporation (Land Bank) is seeking qualified developers and builders to participate in the Welcome Home Ohio program administered by the Ohio Department of Development. This program provides funding for the construction of new owner-occupied housing units to increase homeownership opportunities for income-eligible residents throughout Lorain County.

 The Land Bank will contract with the qualified developers and builders who can best provide the services as described above and based on the detailed specifications in the RFP.   The Land Bank will use competitive negotiation procedures taking into account the following factors and information requested in the RFP in making the award:

  1. The selected respondent(s) will be responsible for the complete application, development and construction of new single-family homes under the Welcome Home Ohio program
  2. Respondent must have existing experience as a developer and builder under the Ohio Department of Development Welcome Home Ohio program
  3. Private financing for construction must be provided by the respondent independent of the grant funding, as grants are provided on a reimbursement basis only.

The Primary function of the County Land Bank is to serve as a facilitator for the return of vacant, abandoned, and tax foreclosed property to productive tax paying economic uses or to beneficial public uses.


The Lorain County Land Bank  was formed on May 24, 2012

  • Funding Sources for the Land Bank
    • 5% of the delinquent tax collection (DRETAC)
      (as of February 26, 2015)

The Land Bank currently owns many vacant parcels throughout Lorain County

  • Residents of the Community are able to submit applications to bid on the properties to obtain them.

Land Bank meetings shall be held on the 3rd Thursday in the month's of January & March.  Special Meetings may be called as needed.
