Other Information

The Lorain County Workforce Development Board (LCWDB) is comprised of individuals who represent the business community of Lorain County, representatives from economic development, education, labor and other community organizations. The LCWDB works in close partnership with the Lorain County Board of Commissioners in planning, administering and overseeing workforce development programs funded under the Workforce Innovation and Opportunity Act. The LCWDB is responsible for providing strategic and operational oversight to the OhioMeansJobs | Lorain County, American Job Center.

Overview

The responsibilities of the Lorain County Workforce Development Board (LCWDB) include, but are not limited to:

  • Development of the local and regional workforce plans in accordance with the Workforce Innovation and Opportunity Act and with the policies and directives of the Governor's Executive Workforce Board to be presented to the Lorain County Commissioners for approval
  • Conducting oversight of the programs and services being made available through the local OhioMeansJobs delivery system and ensuring appropriate use and management of funds
  • Negotiating local performance measures with the support of the Lorain County Commissioners
  • Negotiating with the required partners to maintain the delivery system through a Memorandum of Understanding with the support of the Lorain County Commissioners
  • Competitively procuring and recommending providers of Adult and Dislocated Worker Career Services
  • Youth program services and the OhioMeansJobs center operator to the Lorain County Commissioners developing a budget for the activities of the board in coordination with the Fiscal Agent
  • Certification of the OhioMeansJobs Lorain County center
  • Partnering with the Lorain County Commissioners to establish by-laws and codes of conduct that the LCWDB will follow
  • Hiring or recommending to the Lorain County Commissioners designation of an individual or entity to serve as staff to fulfill the functions of the LCWDB
